The Office of State Procurement (OSP) was established on October 1, 2019, serving as the primary procurement unit for all delegated procurements from the Board of Works except for transportation and transportation-related procurements and otherwise exempt procurements. In 2024, OSP proudly celebrated its five-year anniversary with a landmark achievement: Governor Wes Moore’s signing of Executive Order 01.01.2024.38, titled Delivering a More Efficient, Equitable, and Competitive Procurement System for Maryland. This executive action underscored the Moore-Miller Administration’s commitment to transforming procurement into a powerful lever for equity and economic growth. Building on this momentum, the Maryland General Assembly passed House Bill 500, the Procurement Reform Act of 2025, during the 447th Legislative Session in April 2025. Together, these reforms represent the most robust and transformative procurement modernization effort ever undertaken by a Maryland administration. |
